The Djukanovic quote about Montenegro becoming “a fully-fledged NATO member by the middle of 2017” is being picked up by more sources[a][b], and I haven’t (yet) seen anyone try to walk it back. Strictly speaking, if Montenegro becomes a NATO member tomorrow it would be true that Montenegro became “a fully-fledged NATO member by the middle of 2017”! So Djukanovic’s quote doesn’t rule out Montenegro joining by the end of 2016. But that might just be a result of a poor translation into English, and it seems to fly in the face of what appear to be Djukanovic’s intended meaning in context. It will be interesting to see what happens over the next few days, but I might have to modify my forecast down significantly quite soon.
